proposal. next pooled round we buy quantity only, no purity, across four vendors. purity we already have plenty of

i like it. quantity is where the actionable variance is and it is the number nobody publishes

downside is a quantity-only result cannot tell you whether a low number is a fill problem or a degradation problem

true, but a purity result cannot tell you either, so we lose nothing we currently have
