a frozen and thawed reconstituted vial is the one thing i would not use, and i cannot point you at a study for that
for the archive the depot delay in winter runs longer than in summer and that is the part people do not plan for, your mileage will differ
cross border out of canada rarely makes sense because canada is usually the cheaper side of that particular border
coverage in canada is provincial and it is a patchwork. what a member in one province reported has almost never matched another
